Apt and timely resources, aid development. But development cannot be achieved without appropriate technological support where it is needed and a positive organisational mind-set.

For example, having manpower without the required machinery, in a manufacturing industry, is pointless. The more sophisticated the process, the more technologically advanced the machinery will have to be. The organisation, while ensuring adequate human resources, also has to invest in the latest machinery and technology, for ensuring optimum output.
