It is true that rice cannot be grown in winter.
Paddy is a kharif crop. It is sown in the rainy season. It needs plenty of water to grow. A huge amount of water is not available during winter. The climatic conditions are also not favourable because paddy requires a high temperature and a lot of sunshine for growth. So paddy is not grown in the winter season.
