The process of DNA replication can't be initiated with out a primer. The primers are short DNA or RNA sequences which are complementary to the existing DNA strands. The replication can be initiated by either DNA or RNA primers. As you can see PCR amplification of DNA in vitro by providing a set of DNA primers. The reason for exclusive RNA primers in cellular DNA replication is the non availability of DNA primers. The RNA primers complimentary to cellular DNA are easily synthesized by DNA Primase enzyme which is nothing but RNA polymerase just like mRNA ( RNA synthesis by RNA primase doesn't need primer).
