As a method of managing shortages through the cheap distribution of food grains, the Public Distribution System (PDS) emerged. PDS has grown in importance as a component of the government's strategy for managing the nation's food economy. PDS is supplemental in nature and is not meant to meet a household's or a group of people's total needs for any of the goods supplied under it.

Over the course of eight months, the study will follow 45 PDS dealers and 20 consumer clubs in the Athmallik Block of the Angul District of the state of Odisha. In April through October 2011, only 20 consumer clubs existed in the area of the 45 PDS dealers, thus 22 of them were extensively scrutinised. Knowing how they controlled the system while preserving financial sustainability was the goal. 22 PDS clients and 14 college/high school students participated in the study. Interviews were conducted with all of the dealers, 82 PDS clients—65 of whom had cards that qualified them as being below the poverty line—and 70 student members of 20 consumer clubs. Additionally, the corresponding author had been in the room to watch distribution take place at 7 Dealer Point. In accordance with the 2005 Right to Information Act, the government's civil supply department was also asked for information on specifics of PDS system operation in the research area.
