not even in a market place but in each and every place,rules and regulations are required. if rules and regulations are not implemented then there will be a complete chaos. if in a market place, people do not buy there goods following a particular line of queue then all of them would be jumping over one another to buy their goods first and then the police force will be called and each of them will be provided a pleasant lathi charge. so rules and regulations are required for the consumer in market place.
