Hey mate here is your answer
When the track is filled with snow, their is a friction so it is impossible for any transportation to drive but when the sand is pour into the track , it has more friction than snow so that's why sand is spread on track covered with snow.

When snow melts, coarse grains of sand provides friction and prevents slipping of vehicles. Thus salt is much experience and not environment friendly.
