It's a festival in Hindu calendar in accordance to Surya.  

It's observed every year in January.  

It marks first day of sun's moving into Makara showing end of month with winter solstice and start of longer days.

Makara Sankranti is some old Indian festivals that has been seen as per solar cycles and most festivals are set by lunar cycle of lunisolar Hindu calendar.  

Festival that celebrates solar cycle always falls on same Gregorian date every year at Jan 14 except some years when date shifts by a day for that year.

Festivities associated with Makar Sankranti are called by different names such as Maghi by north Indian Hindus and Sikhs.
