The students who use the schoolbag are alone responsible for it. Schoolbag is the bag, in which the children carry the school books, and notes, their box/pouch, etc...
It is their duty to keep it in a safe place, and absolutely they are alone responsible for it.

The students who carry it are responsible for it because they carry what is necessary for them like books, notes, pouch and many more"study related things " in the school bag. It also makes them more responsible to keep their things safe.
