this happens due to inertia of the body
our body even though stationary with respect to bus is moving due to which it possesses inertia
as the bus suddenly stops but our body is still in motion hence we fall forward

When a passenger is sitting or standing in a moving bus, both the bus and the passenger are in a state of uniform motion.
When the bus stops suddenly, the lower part of the passenger's body comes to rest along with the bus.
The upper part of his body tends to remain in a state of motion due to its inertia of motion.
As a result, the passenger tends to lean forward.
