solve by elimination.
 \frac{x}{2} + \frac{2y}{3} =-1 and x-  \frac{y}{3} =3

x/2 + 2y/3 = -1  ------------(1)
x - y/3 = 3 --------------(2)
2(2) + (1)
x/2 + 2x = 6-1
5x/2 = 5
x = 2
put x = 2 in (2)
2 - y/3 = 3
-1 = y/3
y = -3

+=-1 and x- =3
x-y/3=3 or x=3+y/3------------(1)
(3+y/3)/2+2y/3=-1
=>(3+y)/6+2y/3=-1
=>[(3+y)+4y]/6=-1
=>3+y+4y=-6
=>5y=-3
=>y=-3/5(ans)
Put this value of y in (1) to get the value of x.
