yes , it's true and this statement is fact based that never have any true democracies been in a war. Even in today's time , if you watch news , you will be able to understand this correctly. North Korea (under Kim Jong Un ) is an example of dictatorship and they are constantly at odds with other countries. Sometimes ,war like situations are formed. China has tried to start a war with India , and if you have read the example in class 9 ncert book , you will very well remember that China is not a democracy in true sense. So not is Pakistan , who has also tried to start war with India. Two democracies have never been against each other in a war.
This is mainly because democracy functions on mutuality and trust. Two democratic countries try to establish trust and good relations amongst themselves rather than engaging in wars. They think more about the people and their welfare , rather than thinking about themselves and their respect. They establish good relations with all other democratic countries on the basis of economic growth , import, export , etc.
