1) people will get to know about the new traffic rules and will follow them if they keep on giving a driving test on a regular basis.
2) some people just take a driving test to get a driving license, which is a necessary document in some official works and these people don't really drive much. So, this might help to figure out the driving skills of people on a regular basis.
Disadvantages:
1) it will definitely waste the time, the money and the energy of the people. It will be very difficult for people to retake the driving test every 5 years or every now and then.
2) it will ask tomorrow difficulties in the working of government. As then government would have to make changes in the driving schools or have to arrange for more facilities and it will not only create a financial burden on the government but also will challenge the working of the government.
