Stable government , in which term it is being asked? In Democracy one can express anti government views or oppose ruling party/regime even though it is stable.
In non democratic or authoritarian regime there are stable governments
If we expect stable government for development and growth then both democracy and dictatorial government fulfill citizen’s expectations.
In China , there is stable government which achieved huge development under near authoritarian regime.India’s multi party democracy provided us weak governments or coalition governments that affected our development.Long back Indian democracy was known as democratic mess but now improvisation is going. Africa and South America there are stable governments or non democratic and ruled for 20/30 yrs but progress is nil or not impressive.Russia is under Putin but economy is weak but Putin is stable for 15 yrs.
