In 1992 the Parliament amended the Constitution and formulated the rules for the Panchayati Raj system. The rules became effective from April 1993. They are:
1. There should be a three-tier system. The three levels being - the village level, the block or intermediate level, the district level.
2. The State should ensure that the Scheduled Castes and
Scheduled Tribes are represented in proportion to their population.
3. Direct elections must be conducted for all the seats in the panchayats.
