Increase in the concentration of H+ ions decreases the pH of solution. When bases are dissolved in water , they do release H+ and OH- ions.

If the concentration of H+> conc. of OH-, the solution is Acidic

Yes, The solution is basic and also have hydrogen ions but in lower quantiity. But the concentration is less as compared to OH- ions that make the solution basic in nature.
