the principle of conservation of electric charge is electric charge can neither be created nor destroyed ,the net amount of electric charge ,the amount of positive charge minus the amount of negative charge in the universe ,is always conserved

The principle of conservation of electric charge states that the total electric charge in a body can neither be created nor be destroyed .However it can flow from the higher potential to the lower potential.The net amount of electric charge in a closed system in the universe is constant and conserved over time.
