You can use Tollen's test to distinguish between the two.

Take both samples in different labeled test tubes. Add Tollen's Reagent to both the test tube and place them in a water bath. After a few minutes, you should be able to see a silver mirror along the sides of the test tube containing formic acid, which is basically silver deposition.

Note : formic acid is the only carboxylic acid to give this test due to presence of H-C=O (CHO group) aldehydic group. Otherwise this test is only applicable to aldehydes.
