For electrolytic cells, the choice of electrode material depends on the ions present in the electrolyte and which ions you wish to be discharged at the cathode and anode terminals. Some ions, if present in a cell with certain electrode, may prevent the discharge of others as expected - based on relative positions in electrochemical series; electrodes whose ions are present in electrolyte are good examples and this may lead to growth or etching of the electrode. Preferential discharge of hydroxyl ions with carbon/graphite anode and silver ions with mercury cathode are also well known.
Afterwards, economics should be relied on, to make a choice among alternatives.
