Explanation:

The names that are mentioned in the question it seems like the characters from the story ‘The Ransom of Red Chief’ written by O’Henry. In the story, Sam and Bill were two criminal who kidnapped the son of Ebenezer Dorset. But Johney ,the child was the wicked one and both the con men were learnt a lesson from the child. Worst of all the child’s father showed no concern even after his son was missing. The boy terrorizes both of the con men. Towards the end of the story, the father of the son has a proposal towards the kidnappers that he will take back the wicked kid for the mere cost of two hundred and fifty dollars. Rather than getting money from the kidnapped child’s father both the kidnappers had to pay to get relief from the child.

If Bill and Sam had not been frightened of the kid they might have executed the plan as they have planned. Or even if they could not get the money since the father of the kid was unconcerned they could have returned the kid to his a father without paying a penny.
