Order of acidic strength:

Carboxylic acid>phenol>water>alcohol

Here ,carboxylic acid has carbonyl group which is electron withdrawing group and also goes to resonance ,so H+ ion is readily given out. Also, phenol has benzene ring which goes to resonance and give phenolate ion which is more stable so it also gives H+ ion readily, hence acidic. So to alcohol.
