To increase frictional force we can make any or both of the surfaces more irregular in texture like we can make some spikes or anything else.

And to decrease frictional force we can use some lubricants like oil on the surface or we can fit some wheels. Sometimes a blanket of air also decreases frictional force (this is generally used In machines).
