Let the width be x and length be x+5
    Area of plot     =     84cm²
           x(x+5)      =     84
           x² + 5x     =     84
     x² + 5x - 84    =     0
    x²+12x-7x-84  =     0
x(x+12)-7(x+12) =     0
    (x-7)(x+12)     =     0
x = 7        x = -12
Width can not be negative so we will neglect -12 and accept 7.
Therefore width is 7m and length is 12m.
Perimeter of the rectangle = 2*(l+b)
                                          = 2*(7+12)
                                          = 2*19
                                         =  38m
