Since inception, International cricket has always been centered around London, that is where all tournaments were planned and exectued from London. This is where all the rules of the game were developed, all the records kept and the Old Tafford stadium was considered the home of cricket.
However as the game grew, emerging markets such as India became the biggest source of income for the ICC (International cricket council) and eventually high taxes and changing game patterns meant, the ICC wanted to be closer to the game and so moved to Dubai.
Today ICC is headquartered in dubai with many of the heads coming from Pakistan and India, however it is still safe to say that at least for now, International cricket rules are still influenced from England
