let altitude be 'x', then base will be 2x

we know, area of parallelogram =  base * height

                                                     392=(x)2x

                                                     392=2x^2

                                                     392/2=x^2

                                                     194=x^2

                                                     sqrt(196)=x

                                                     14=x

so, the altitude is 14m and base is 2x = 28m.
