- The scheme was launched in 1946 in several Firkas ( agorup of 5-10 villages) throughout the state, and each Firka was under teh charge of a "Gram Sewak"
- The scheme comprised short term plans for the rural development related to communications, water supply, panchayats formation, organisation of cooperatives & programs for sanitation, along with long-term plans to make the area self-sufficient by way of agricultural, livestock improvements, irrigational & the development of khadi & other cottage industries.
