Mass\ of\ solution=Density \times {Volume\ of\ solution}

Given that the solution contains 98 % of H_2SO_4. So,

Mass of H_2SO_4 = 98 % of 1.84 g = \frac {98}{100}\times 1.84\ g=1.80\ g

So,

% Concentration= (Mass of H_2SO_4 / Volume) × 100
