Water unlike other substances undergo a very rare process which is called anamolous expansion of water
in this process, water to form ice while freezing needs a grater surface area so for that water stops freezing and then starts to expand to form ice.
It's natural that water has to turn ice, so it's temperature, density gets fixed at 4 C and then starts to Expand.
