Behaving as a responsible citizen means that I shall abide by all the rules and regulations of the government like that I shall pay all my taxes like the income tax on time, arrear tax, water tax on time. I shall abide by the traffic signal carefully so that others are not hurt. And not dirtying the areas around me.

On behaving as per I wish, I may not follow all the good thing mentioned above and be a irresponsible citizen of the country.

Democracy, in contemporary usage, has 3 senses all for a system of government where the populace exercises power by voting.

In a direct democracy, the populaces as a whole form a governing body and vote directly on each issue.

In a diplomat democracy the populaces elect representatives from among themselves.
