Indian govt.put many barriers on foreign trade after independence such as tax on imports or quota to improve India's trade. By this govt. thought that Indian traders would get time to recover their import n export. They will improve their qualities and goods quantities.
But after some time they implemented liberalization so as to remove trade barriers and restrictions over trading system because they understood that by giving freedom the traders will compete with global market and get new ideas and technology easily.

Because Indian Govt. knew that For India to be industrialised and Compete with International Market Will Take Time as India Enters Industrialisation in late 19th Century.So It was necessary to protect small Industries and handworkers from Competition with Foreign goods.So govt. Does so.
