Butene has a rigid double bond. It can form 4 isomers which are

1 butene

2 methyl propene

cis-2- butene

trans-2-butene

The double bond rearranges to form cyclic structures which are cyclobutane and methyl cyclo-propane. Though these are same empirical formula as butene isomers, these are not alkenes.

Hence, the maximum number of isomers of butene is 4

the answer is (c) 4
