let x be the number of seats and y be the freight charges before changes , then revenue R = xy... (1)

now, after changes are made, number of seats is 1.23 x and freight is 0.77 y. therefore new revenue

is going to be R' = 1.23x * 0.77y = 0.9471xy

change = R - R' ( R > R')

= .0529xy decrease (R' < R)

% change = (0.0529xy * 100)/xy

= 5.29 decrease
