The p.d across a lamp is 12 volts . how much joule of electrical energy are charged into heat and light when : a charge of 1 coulombs passes through it ?

The potential difference, ie, voltage, across a lamp with 12 volts on it IS 12 volts. 

You can reduce the voltage to zero by using a dead battery, or removing the battery. 

In other words, apply 12 volts to a lamp, and it has 12 volts across it. Apply zero volts to it, and it has zero volts across it.
