let length of rectangle be x so breadth be 1/3x+3
now perimeter of rectangle=2(l+b)
46=2(x+1/3x+3)
23=3x+x+9/3
89=4x+9
80=4x
x=20
length =20 cm
breadth=20/3+3
breadth=29/3
breadth=9.6cm
