For 17 cm -

The perimeter of triangle = 17 cm. The sum of the two smaller sides = x+x+2 = 2x+2 cm. So the third side has a length = 17 - (2x+2) = 15–2x cm.

For 2 cm -

A square has 4 sides, all of equal length. The perimeter of a shape is the sum of the lengths of all its sides. In this case, that would be 2cm x 4 = 8cm.
