Let base be b
2a + b = 40 (given)
So
b = 40 - 2a ___(1)
Now
3b =4a____(2)
Substitute (1) in (2)
3(40-2a) = 4a
120 -6a = 4a
10a = 120
a = 12 cm
So by (1) or (2)
b = 16 cm

6a+3b=120
4a-3b=0

2a+b =40
2×12 + b =40
