audible range of humans is 20hertz to 20 kilohertz. if the frequrncy of sound is less than 20 hertz or more than 20 kilohertz it is inaudible to humans. so as the whistle frequency is high humans cannot hear it.

Humans have frequency of audible range from 20Hz - 20,000Hz
While dogs can hear sounds having frequency more than 20,000Hz

So these whistles also produce sound of frequency more than 20,000Hz.Humans can't hear these sounds but dogs can.
