Time (n) = 3 years

$population \: at \: the \: starting \: of \: \\ 4 th \: year = population \: at \: the \: end \\ of \:3rd \: year \: = 100000 {(1 + \frac{10}{100} )}^{3} \\ \\ = 100000 \times {( \frac{110}{100}) }^{3} \\ \\ = 100000 \times {1.1}^{3} \\ \\ = 133100$

So, the population will be 133100 at the starting of 4th year.
