It's called nucleus of the atom which is the dense central core of the atom, contains both protons and neutrons.

Actually, positive charges are the Protons and they all have a single positive charge and 1870 units of mass in terms of the mass of an Electron (1870 eV).

Electrons are outside the nucleus in energy levels.
