Option A i.e making government more responsible to the needs of the people is the correct answer.

The Progressive Movement which span from 1890-1920 in US began as a social movement and transformed into political activism. These people believed that problems of society could be solved by providing good education, safe environment and good workplace. So accordingly many states began passing compulsory schooling laws, laws providing for state assistance to mothers of young kids with no financial support, laws to improve health and eliminate poverty and discrimination etc.

So government began to be made more responsible to the needs of the people.
