Let the fraction be a/b

Equations::
a + b = 2a + 4
(a+3)/(b+3) = 2/3

Modify::
a = b-4
---------
Substitute for "a" and solve for "b"::
(b-4+3)/(b+3) = 2/3
-------
3b-3 = 2b+6
b = 9
----
Solve for "a":
a = b-4
a = 5
------------
Ans: a/b = 5/9

Let the numerator be x and the denominator be y and the fraction be x/y

Given that the sum of numerator and denominator is 4 more than twice the numerator
x + y = 2x + 4
2x - x - y = - 4
x - y = - 4 (equation 1)

If the numerator and the denominator are increased by 3, they are in the ratio 2:3
Therefore
(x + 3)/(y+3) = 2/3
3x + 9 = 2y + 6
3x - 2y = - 3 (equation 2)

Taking 1 and 2 as simultaneous equations

3(x - y = - 4)
1(3x - 2y = - 3)

3x - 3y = - 12
3x - 2y = - 3

Subtracting 2 from 1
3x - 3y = -12
- 3x + 2y = 3

- y = - 9
y = 9

x - 9 = - 4
x = 5

The fraction is 5/9
