The tedpols hav gills but the Frogs hav lungs.Did gills formed lungs??

Yes, the gills develop into lungs.

Yes, lungs can be formed from gills. A zygote when starts developing, it also have gills and is in the form of a fish. Also, the uterus is filled with some fluid for the surviving of that stage of zygote.
