'State' in political term is an independent nation or independent territory while "states" are also part of nation with limited boundaries in a country. "states" could be federal i.e independent from countries where legislation makes their own law. USA has quite a big federal Constitution where states can cede from the their country. while countries like India , Australia, Canada etc did not allow state to cede from theirs country. In India too there are 3 subjects. Union List, state list,and concurrent list. where in one state is authorised to make their own law, in 2nd which is union list the central government is impowered to make law which will be implemented in whole country, same thing is in US too but if states don't want to implement that law in their states or like to change something,they are authorised to do so. While 3rd list in India is concurrent list where both states and central government can make law. So in order to notice where you talking about 'state' or "state" you just have to make clear where you talking about a country or about a state which is under the governance of that country.
