The stated value is its rating. Like if you purchase a 330R resistor, you would ask for it by this value. A resistor (and other electronic components) has a value tolerance that allows its actual value to deviate from its rated (stated) value by an amount specified by its tolerance rating. Some tolerance ratings are 10%, 5%, 1% and 0.1%.

When you measure the resistor with an ohmmeter it may not yield the exact value as its nominal resistance rating. A resistor rated at 330R 5%, if measured to be 345R, would acceptably be within the tolerance range of 313,5R to 346,5R
