It suggests that farmers who cultivate around 75% of the land are involuntarily unemployed for a sizable portion of the crop cycle.

Covert unemployment: This issue develops as a result of the overwhelming population pressure on Indian agriculture. Each family member shares the farm work and receives a portion of the overall farm product under the family farming system that is popular in India. Individual family members may believe they are working for pay in this situation, but they may not be adding anything to the final output. Therefore, even if they are removed from the cultivation workforce, the overall farm output would not vary. In rural India, this characteristic is referred to as hidden unemployment.
