We must recall that:

\frac{a^m}{a^n}=a^m^-^n

and

a^m=\frac{1}{a^-^m}

or

a^-^m=\frac{1}{a^m}

(a^m)^n=a^m^n

Given,

4(\sqrt{16})^-^2

Now,

\frac{4}{(\sqrt{16})^2 } \\\frac{4}{(16)^\frac{1}{2}^\times^2 }\\ \frac{4}{16}\\ \frac{1}{4}

Hence answer is \frac{1}{4}.
