 \frac{x + 3}{3x  + 9 }  =   \frac{4 - x}{x + 3}

Here,

 \frac{x  + 3}{3x + 9}  =  \frac{x + 3}{3(x + 3)}  =  \frac{1}{3}

So,

 \frac{4 - x}{x + 3}  =  \frac{1}{3}

x =  \frac{9}{4}  \: not \:  - 3
