yes speed is a scalar quantity and velocity is vector quantity 

speed = distance/time

velocity = displacement/time 

yes when its at rest it is said to be in uniform motion

Yes because if an object is at rest then it's velocity will be zero then it will be in uniform velocity and uniform acceleration i. e., 0m/s velocity and 0 m/s square acceleration.
