When three resistors each of 3 ohm are connected, the minimum equivalent resistance due to their combination is 1 ohm.

Minimum resistance is offered by a given set of resistors when they are connected in parallel as when then are connected in parallel the equivalent resistance is calculated by adding inverse or reciprocal of all resistance in connection.

While maximum resistance  is offered by a given set of resistors when they are connected in series as the equivalent resistance is equal to the sum of the resistors connected in series.

So in this case for minimum resistance resistors are connected in parallel.

So we have:--

1/R equivalent = 1/R1 + 1/R2 + 1/R3

R1= R2 = R3 = 3 ohm.

1/R equivalent = 1/3 +1/3 + 1/3

1/R equivalent = 3/3 ohm

So R equivalent = 1 ohm (minimum).
