It is because pure water is a bad conductor of electricity.
So it would not conduct electricity.
But if we add a few drops of sulphuric acid, the water becomes acidulated.
Acidulated water contains acid which is a good conductor of electricity.
So the acidulated water becomes conductig and hence electricity is conducted.
