It is definitely a very interesting question to solve and do some brainstorming.

The answer is to prevent addiction of tobacco.

Use of ‘Mishri’ (Tobacco containing teeth cleaning powder) is very common amongst the people of central and southern part of India.
Mishri is prepared by roasting tobacco leaves, that has alkaloid nicotine in range of 1 to 7%. It is also called as ‘Masherior,’ or ‘Misheri’. It does not contain anything other than tobacco leaves.
So, people might develop an addiction towards tobacco in the long run.

Answer:

In the case of chewing tobacco, the brown tobacco mixed with saliva creates a dark brown liquid that is extremely staining. The persistence of such liquid (and the fact that it often rests against the teeth for a long period of time) will heavily stain the teeth it comes in contact with.
